This book is part of the series "Historical Footsteps—Research Library on 40 Years of Reform and Opening-Up," which was included in the 13th Five-Year Plan of the former State Administration of Press, Publication, Radio, Film and Television. Chen Xiwen (born 1950), with ancestral roots in Danyang, Jiangsu, was born in Shanghai. He currently serves as a Standing Committee member of the 13th National People's Congress and Chairman of its Agricultural and Rural Affairs Committee. Previously, he was Deputy Head and Office Director of the Central Rural Work Leading Group, and Deputy Director of the Office of the Central Financial and Economic Affairs Leading Group. He was a delegate to the 16th, 17th, and 18th National Congresses of the Communist Party of China, a member of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC) and Deputy Director of its Economic Affairs Committee, and a Standing Committee member of the 12th CPPCC National Committee and Deputy Director of its Economic Affairs Committee. He participated in the drafting of 13 Central No. 1 Documents since the 21st century. He has received the Sun Yefang Economic Science Award and the China Development Research Award multiple times. He also serves as an adjunct professor at several universities, including Tsinghua University, Renmin University of China, and China Agricultural University.
